The 005-6534 error just states that an error has occurred and to contact Nintendo
if the error continues. After trying to download several times, we finally called Nintendo and after they checked our wireless settings, they said that numerous users in the United States were having the same problem. To fix the problem, they found that if you changed your region settings to another Country (they recommended Canada and a popular territory like Nova Scotia) then go back into the eShop and let it load up. Once the eShop has loaded, you don't want to purchase PokeDex 3D Pro, but go back to your Region settings and change it back to the United States. After that has been set back to the US, go back into the eShop, let it load up and you should be able to successfully purchase PokeDex 3D Pro -- it worked for us! Good luck!
